I agree with all these points Chris - there's a bunch of problems that need sorting. The semantic issue of "dirty" tags is I think an unavoidable problem of "bottom-up" data organization (that is, letting people tag with whatever tag springs to mind). As opposed to a "top-down," high-priest designed set of formal classifications.

My feeling is that a happy solution can be found by allowing both "top-down order" and "bottom-up chaos" to co-exist - ensuring that the difference in tag-type between the two can be clearly maintained (at a data-level, and the visual representation of these tags, so no one's getting confused about what's what). If it's top-down, and both users are operating within the same shared-tag-domain (the same enterprise for example) then your point (a) is being fulfilled.

The "messy problem" of unstructured tags - is also why they are useful - they're easy for people to rapidly bang off. But it is a double edged sword - kinda like the false efficiency you get from loosley typed programming languages :)

Might have the wrong end of the stick. I hope I'm reading your point correctly.

A compounding issue here is that I think there is very little leeway in terms of interaction fiddlyness that can be presented to the user - if it's too hard (or even mildly hard without sufficient payback) the user's aint going to touch it. I base this assumption based on the dismal failure of doc-management systems over the last decade to get users to effectively add meta-data.
